The former Chief Inspector of Prisons for England and Wales, Lord Ramsbotham, warns government changes to probation will lead to a rise in re-offending.

Former Chief Inspector of Prisons for England and Wales, Lord Ramsbotham, says the government is "playing fast and loose" with public safety with its changes to the probation service. After a vote in the Lords last night, big changes to the probation service will happen in England and Wales in June. Unions say it could lead to more victims of crime and more re-offending. The Ministry of Justice say it'll cut re-offending. Who's right?
