Residents in Suffolk hoped they would see an end to controversial oil transfers off their coast when, in the dying days of the Labour Government, a ban was introduced. Now a coalition rethink will make Sole Bay off Southwold the only place in the UK where the practice of piping oil from ship to ship is licensed in open waters.
