Is tourism helping or hindering recovery in the Lower Ninth Ward?
In August 2005 Hurricane Katrina struck the city of New Orleans.
About 80% of city flooded when the levees collapsed and more than 1,800 people died.
The Lower Ninth Ward was one of the worst affected areas in the city and 10 years on parts still lack basic services.
Tour buses were banned from entering the area in 2006 by New Orleans City Council but some local residents complain that not all tour companies are respecting the ban.
