Russia’s alleged hacking of the Democrats during the US presidential election has been hugely controversial, but is it an act of war? According to Michael Schmitt, Professor of International Law and expert in cyber operations and author of the Tallinn Manual that sets out the law on cyber attacks, Russia operates in the “grey zone” between the law and its uncertain application.
