Video: Cardiff congestion charge 'not a tax on Valleys' says Council leader
A proposed 拢2 congestion charge for Cardiff could be introduced by 2024, with the charging zone boundaries under discussion.
"We've got a transport system that was obsolete in the 1980s," Huw Thomas told 成人论坛 Radio Wales' Breakfast show on Thursday.
