The number of women drugs users seeking help is a quarter that of men despite the fact that the number of female drugs users are rising.
In the north east they set up a special project which employs a midwife to specifically target pregnant users. The results have been dramatic - they've doubled the number of women coming forward for help. There are lots reasons why they don't come forward - the most obvious being the fear they will lose their children.
Reporter Stephanie Donnellan went to Newcastle and spoke to Louise who is 18 and has a baby Elly-Louise who's 18 months. Louise didn't seek help for her addiction until she was seven months pregnant. She's one of the young women who has been helped by the outreach project in Newcastle.
