10% of babies in this country are born sick or premature and needing neonatal care.
But at the moment provision for them is patchy. Lack of specialist beds and staff mean that hospitals have no choice but to transfer many babies to units miles away from their families.
In some cases sick mothers are separated from their new born children and in instances of premature multiple births each baby may have to be sent to different hospitals because places are so scarce.
The government has been carrying out a review of provision but practitioners are concerned that the results have not been made public.
