Millionaire New Yorker JJ Saltz is a foreign body on Tyneside at a time when the United States is yet to join the war. He is therefore treated with suspicion by the vigilant local authorities, and as an “alien” is required to have his permit book stamped everywhere he goes – exactly the sort of “red tape” straight-shooting JJ hates.
Saltz has Marshall’s munition factory in his sights, not least because he’s looking to broker a lucrative deal with Geoffrey should America join the Allies, something which looks increasingly inevitable as Germany seeks control of the seas.
