Based on the real spymaster and ex-convict fraudster, Major Cecil Cameron is head of GHQ’s intelligence base in Folkestone. Recruiting Belgian refugees to send into occupied territories, his declining networks are in competition with the ascendant Secret Service Bureau, an early incarnation of MI6 led by the equally eccentric Mansfield Smith-Cumming.
Having lost key agents to the Germans, Cameron is not keen for rival Johnnie Marshall to poach any more. Though he comes under Cameron’s jurisdiction, the returning Hugh Cavendish is equally reticent about sharing information with the acquisitive, kipper-stealing rogue.
