Eli is a pacifist and has been in prison for refusing to respond to his call up papers. As the numbers of imprisoned conscientious objectors, such as Eli, swelled, the Home Office Scheme was initiated. Via this scheme, Eli has been moved to the old Dartmoor Prison at Princetown which is now a Work Centre for those who refuse to fight. Here, Eli has a little more freedom than when in prison but must carry out "work of national importance".
His wife and son Teddy have moved to the area to be near him but they have to hide their connection to Eli from the local community which is full of contempt for those whom they consider to be cowardly "conchies".
